Lleida is a small city in inland Catalonia and is the capital of the region. The city has a population of 139.176 (68.911 men and 70.265 women). 28.086 of which are born out of Spain (that means the 20% of the citizens). This percentage has changed from the 2% in 2002 to the 20% nowadays. In Lleida live together 124 nationalities, 20 different religious and philosophic traditions and 80 languages. The main origins are the east of Europe, Morocco, Sub-Sahara Africa and South America.

Nowadays are registered 35 people migrated entities.

The villages around Lleida are fruit producers and that attract migrant people to come to work in the harvest time. That is an open door for irregular immigrants. It’s difficult to know how many people come irregularly to Lleida but the municipal workers believe it’s an important number. During the summer time the temporary workers office attend 700 people per season. Around the 20% of them don’t have legal documentation.

The city council of Lleida has a service office for the homeless people that attend more than 2000 people every year. The 90% of them are foreign people (the 85% of them were born out of the European Union).

The city council of Lleida is divided in departments. The most related to this project are social welfare, civil rights and cooperation, culture promotion and education.

The city council has an specific service for migrant persons, this is the Reception service that welcomes and informs the new migrant people. This service develops different activities in the field of integration of migrants.  In addition, the departments of social welfare and development cooperation made programs support individuals, families and associations of people migrated.

Reference of the quality system used, we have different systems to evaluate needs and the results of the activities.  We have networks like radars systems that we use to know news needs. To know if the activities are effective we use specific indicators, like number job placements, language skills, mathematical abilities, level of knowledge of the cultural and social, level of knowledge of community resources, perception of satisfaction with the community, etc.
